50 questions in 60 minutes — that is a little over a minute per question on average, though in practice GK and Reasoning questions go faster than Maths ones that need working out.
Is there negative marking?
The RY2027 notification does not list a negative-marking rule. That is a change: the 2023-24 cycle deducted 25% of a question’s marks for a wrong answer. If you are reading older coaching material that warns against guessing, it may be describing that earlier rule. Always confirm the marking scheme on your own cycle’s notification or admit card before you decide how aggressively to attempt borderline questions — this is exactly the kind of detail that changes between recruiting years.
Language
The CEE is offered in English and Hindi, bilingual on screen, so you are not disadvantaged either way.

Clearing the CEE and your ARO’s shortlist gets you called to the recruitment rally, where the physical tests carry their own marks toward your final merit — unlike some other recruitments, where the physical stage is purely a pass/fail gate.
